The scope included assembling the project team; programming services including interviews, surveys, and data documentation; developing existing conditions drawings; developing a comprehensive schematic plan for a subterranean, secure parking garage for Police vehicles, and the Police lockup, administration and complete Police services; developing a comprehensive schematic plan for updating and renovating the 35,000 square foot historic City Hall; soliciting public feedback; providing an opinion of probable cost; and documenting project outcomes.​​​​
